Finance Officer Grade 15 and Registrar Administration Grade 15 - March 2021

South Eastern Kenya University has vacancies in the following Divisions:

(A) ADMINISTRATIVE POSITIONS:

FINANCE , PLANNING AND DEVELOPMENT DIVISION

  • Finance Department (Finance Officer Grade 15)

Responsible to the Deputy Vice Chancellor, Finance, Planning and Development for the following functions:

  • Implementation of an adequate accounting system as a means of maintaining sound financial records which must recognize, calculate, classify, post summaries and report transactions.
  • Implementation of an effective system of internal control of orderly and efficient conduct of business including adherence to University policies, the safe guarding of assets, the prevention of fraud and errors, the accuracy and timely submission of annual financial statements and accounts.
  • Training and development of accounting staff in the department.
  • Timely production of the University budgets and financial management reports.
  • The management of the University investments in accordance with the University Act.
  • Coordinate Staff performance Appraisals in the Finance Department.
  • Efficient organization and management of Expenditure, Salaries & Wages, Budgetary Control, Reconciliation, Students Finance, Cash Office, Personal Claims, University farms, Schools & Revenues, Income Generation Units and Research Funds.
  • Perform any other duties that may be assigned to him/her by the Deputy Vice Chancellor, Finance Planning and Development or Vice Chancellor from time to time.

Requirements for appointment

  • PhD degree in Finance/Accounting or its equivalent
  • A registered member of ICPAK.
  • Practical knowledge of ICT accounting packages is mandatory.
  • Proficiency in ERP modules.
  • CPA (K)

OR

  • Master of Business Adminstration (Finance/Accounting option) or its equivalent
  • CPA (K).
  • Fifteen (15) years experience, three (3) at the level of Deputy Finance Officer Grade 14 or its equivalent.
  • A registered member of ICPAK.
  • Practical knowledge of ICT accounting packages is mandatory.
  • Proficiency in ERP modules.
  • Have outstanding professional competence in Financial Management.
  • Demonstrated high administrative capabilities.
  • Compliant with Chapter Six of the Constitution.

(B) ADMINISTRATION AND HUMAN RESOURCE MANAGEMENT DIVISION

  • REGISTRAR, ADMINISTRATION, PLANNING AND DEVELOPMENT (APD)

Reporting to the Deputy Vice Chancellor – Administration, Human Resource Management the Registrar, Administration, Planning and Development will be responsible for the supervision and management of all administrative matters. He/She will also assist the Deputy Vice Chancellor – Finance, Planning and Development on planning and development matters. His/ Her functions shall be to:

  • Coordinate the functions of the heads of administrative, planning and development sections in the Division.
  • Coordinate the formulation and implementation of policies for the administration, planning and development division.
  • Coordinate and prepare annual departmental budgets and procurement plans.
  • Ensure adherence to relevant industrial relations matters.
  • Handle planning and development projects.
  • Formulate and implement annual work plans in the Division to guide employees in day to day operations.
  • Participate as a full member of the University’s Management Board and Senate to give advice on the policy guidelines of its functional areas;
  • Coordinate the implementation of decisions made in the Management Board and Senate so that there is no misinterpretation;
  • Coordinate the development of the University Master Plan in order to prevent haphazard structure development hence ensuring, coordinating, planning and budgeting requirements in order to actualize divisional work plans.
  • Coordinate and implement development projects and prepare capital projects for budgeting purposes by the University .
  • Participate in and chair committees as appointed by the Vice Chancellor.
  • Formulate, negotiate and vet the implementation of performance contracting targets in the division.
  • Ensure adherence to ISO and QMS standards and the implementation of performance standards for the division.
  • Supervise staff performance in order to maximize staff productivity in the institution.
  • Design and conduct surveys to obtain feedback from key stakeholders such as students, staff, alumni, research partners, public and private sector actors in order to ensure relevant services are continued.
  • Coordinate facility and infrastructure planning and development to ensure the University’s vision and mission is realized.
  • Serve as a member of the research and extension as well as the intellectual property rights committees.
  • To perform such other duties as shall be assigned or delegated from time to time.

Requirements for Appointment

  • PhD degree in Public Administration, Business Administration or Human Resource Management or equivalent from an institution recognized in Kenya.
  • At least five (5) years administrative experience, three (3) of which should be at the level of Deputy Registrar Administration Grade14 or its equivalent.
  • CPS (K) or CHRP (K) professional qualification.
  • Have outstanding professional competence in administration or Management.
  • Member of a recognized professional administration or management body.

OR

  • Masters Degree in either Public Administration or Business Administration or Human Resource Management or Social Science or equivalent from an institution recognized in Kenya.
  • CPS (K) or CHRP (K) professional qualification.
  • At least ten (10) years administration experience, three (3) of which should be at the level of Deputy Registrar Administration Grade14 level or its equivalent.
  • Have an outstanding professional competence in administration and management.
  • Member of a recognized professional administration or management body.
